Philadelphia has been doing something like that for at least 30 years,
where parking meters in less congested areas are cheaper then in
congested areas. This seems reasonable to me, and so does having a
parking rate that varies with time of day in areas where heavy
congestion occurs only part of the day. I would hope that in Chicago,
they use some of the increased revenue to improve public transportation
in order to reduce traffic congestion further.
