We are developing a new automotive repair website. We are looking for
someone to write a series of automotive repair & troubleshooting
oriented articles. We are looking for a retired mechanic or anyone
with automotive repair experience. Pay is per article. Geographic
location of author can be anywhere since articles can be delivered to
us via email.

The company soliciting professional work has no name and its offices
are apparently located at a yahoo mail address.
But maybe it's not a scam, and maybe a writer will make big bucks.

I don't know what the payment rate would be; it's something we'd have
to discuss with the author, his experience, length of article, etc.
Regardless of rate, the author would be paid up front until we
establish a mutual working relationship.

That's one of the oldest tricks in the book to entice wannabe writers.
Sounds to me as though you haven't got all your ducks in a row, and that it
would be a serious mistake to get into debt with you.
One of the first things ANY publication - paper or electronic - decides is
what, if anything, the contributor budget will be.......even if it's the
all-too-common, "....we cannot afford to pay writers right now, but if you
join us, you will be well compensated as we grow." lie.
You don't seem to know what you're talking about. Only staff writers get
paid prior to a piece being published - regardless of the "relationship."
Most payment is "on publication."
You say you are willing to pay "up front" for articles that you might never
use?
Okay. That's enough of a lesson for you. Any more, and I'll need to charge
you at the same rate as an award-winning writer (AARWBA), successful race
car builder, and former automotive technology instructor (10
years).....and, I doubt you can afford that many people.
