Has anybody got an old mobile phone suitable for a teenager who has just
jumped into the river (in his school uniform) with his mobile still in
his pocket?

I've got a brand new Orange PAYG phone still in it's box that you can have
for £20 delivered.
Can't remember what make it is , but it's ok for a cheapie

Actually, dont turn it on, just dry it out for a couple of days (easy in
this weather)
and try it again (remove battery and SIM while drying)
My boss dropped his Blackberry in the swimmng pool and 24hrs later its in
full working order
worth a try?
