Looking for written documentation from a manual or something which
indicates that the odometer on a 1997 Jetta sold in Canada, built in
Mexico I believe, roll over to 0 at 300,000 kilometers.
VW North America will not provide the specifications for their
equipment.
I purchased a 1997 diesel Jetta in April which was advertised on eBay
as having only 90,000km while in fact it really has 390,000km.
This is a clear act of fraud.
The third party insurance provided by eBay motors say they will honour
the claim if I can provide documentation.

I assume you bought the car in the US because you mention VW North America.
In the state I live in a title trace is the usual documentation. Since the
title has to be signed with the milage written in by the owner,every time a
vehicle is sold or bought. They look for descrepancies where the next
owner mysteriously wrote in a lesser amount then the previous, or when he
bought it. Also the titles here have boxes to select if the milage is actual
, or estimated , or the odometer is broken. It is impossible to buy a
vehicle and misrepresent the milage here without signing for it. Because you
sign for the milage when you buy it and sell it. It does happen where the
owner lied, and nobody looks for the issue. generally a person has to make a
request for the title trace. Milage fraud issues are a big offense here. But
keep in mind that noone actually checks that the title milage actually
matches whats in the vehicle. A discrepancy can go on for three or four or
more, sales , as long as the next owner knows it and nobody complains. It is
also highly possible that a seller has no idea the milage has 100.000
additional miles on it , because most US cars have no hundred thousand
number in the odometer. They look at the title . it matches the odometer.
They dont do a title trace, Its good to go.I,d like to know how you know
for sure it has 390,000 km on it. A photo of the odometer may be enough
documentation for Ebay. Im unaware that VW or any manufacturer keeps track
of milage in the US. I cannot speak for Canada. It is not required , or a
law here. The title bureaus in the state the vehicle was sold in keeps
track, by using the method I Spoke of. Unless a dealer had recorded it as
the trade in milage. to cover themselves.

Thanks for the info.
This car was bought in Canada and has been here since new.
How do I know the true mileage (actually kilometers here)?
The provincial (state) registration was verbally given the mileage as
379,000 km when the person I purchased the vehicle from registered it
on Dec. 30, 2005 but they won't provide this in writing because it was
verbal.
Also when the most recent vehicle inspection was done by the person I
bought it from in Jan., 2006 the recorded mileage was 381,000+.
Unfortunately because of a new federal Protection of Privacy Act here
the company verbally confirms this but won't give me any documentation.
Feels like this is all protecting a fraud artist.
The police say they need documentation that the odometers roll over at
300,000km but VW refuses to provide anything.
Wondering when the odometers of the U.S. models in miles roll over?? Do
you know?

Hi Frank,
Did you get run a Car Fax (or some other equivalent) report on
it before you bought it? They, and perhaps others like them, will buy
your car back from you if they failed to detect the odometer fraud
when they ran the report. And you wouldn't need proof of rollover for
them, you would only need proof of what the seller advertised it as
having vs. their records of what it used to be.

I don't know how it works in Canada, but if inspections are required in
the USA the mileage is usually recorded and sent to the state. If
policies in the Frozen North are similar, and you are certain the
odometer has been set back, then showing the car to a police
investigator, filling out a complaint, etc., may result in an
investigation of the inspection records that could lead to criminal
prosecution. The court records that result might be the basis for an
insurance claim or even a subsequent civil suit.
Just a thought.

A mileage roll over is considered 100,000 miles because most US odometers
only go to 99,999 and start over at 0. What's the mileage on the title say.
Does the title not have mileage on it in Canada that you signed to transfer.
You and the owner had to sign something to buy the car, right. What is the
mileage on that document. What I,d do in your case is make my own
documentation. I 'd get a name and referral phone number from both those
agencies, and write a complaint letter, that these people verbally confirmed
the mileage, They are government employees, and let the police call them if
they want. I assume you can still file charges and sue the guy or get an
attorney to take the guy to court or maybe get your money back or a partial
settlement. I also assume you can have a consultation with an attorney that
may know what to do. Most around here are free.
