There's an auxiliary fan for the radiator run by an electric motor that
doesn't seem to be turning on. I don't think I've ever seen it run, even
when the temp guage got pretty hot. What could be preventing it from
running?

The electric fan is probably activated when the engine is idling and the AC
compressor is engaged.

Well that would explain some things, since the A/C compressor grenaded a
couple of years ago and I disconnected it and have never replaced it.

First, you need to check to see if the fan itself is any good. Unhook
it... and attach to another 12V power source. Does it work?

The electric fan on my '88 supra was controlled by the high pressure
switch on the air con. The only time it worked in the 10 years I had the
car was when I blanked off the radiator just to see if it would work.
(The UK isn't noted for hot summers!)
