Where do I find a spray can of the tan/spice paint used on the steering

A direct match is going to be difficult. Duplicolor is fairly close.
The other option is to go with a different color that still works
with the inside. Just remember to prep the plastic first. No grease,
oil, or fingerprints. But don't use solvent to wipe it down. They
make plastic prep or use rubbing alcohol.

Mopar has some touchup colors in spray cans. The Jeep dealer should be able
to find out.

If you have the equipment to spray paint (gun, compressor, etc.) PPG has
interior paints available, and probably some of the other companies as well.
