The 42 degrees is measured from a vertical line from the ground through the
steering head. It's the supposed angle of the neck post. So a frame that's
listed as 4 up 2 out and 38 degrees has a 4 inch stretch in the front
downtubes, a 2 inch stretch in the backbone and a neck angle of 38 degrees.
