I have a 1996 saturn SL1 that i am rebuilding. I need new connecting rod
bolts. Saturn only sells them with the new connecting rods! does anyone know
where i can get new bolts without having to buy new rods too?

I probably have a set of USED rod bolts at work, if that would work for
you. They aren't torque-to-yield so they should be ok.
