Does it change with engine temp or is it bad all the time? If it is all
the time, you might check the MAP and TP sensors.

You say you changed the regulator? When you pulled open the iplenum to
change it how did both sides look .w was just the left clean and shiney
or both left and right? if the right was lookin clean also the nut kit
is leaking too. thats the in and return fuel lines.

If the MAP sensor is bad it will send a signal for more fuel if it
thinks the manifold pressure is high, a bad TP (Throttle Position)
sensor might be involved too.
